Proposed Rules and Regulations It looks like the city is prepared to make some compromises on ground lease transfer and insurance requirements. Otherwise little to no progress on any of the other issues. The city is now preparing a “Final” draft based on the second round of comments. The second round comments were similar to the first round comments, so expect to be disappointed in the results.
