Kim Muinch will give us an update on the Helicopter Operations Area (HOA), the Air Traffic Control Tower Funding (ATCT) funding, and other goings on at the Bend Airpot. Continuing our streak of bad luck for Fly-outs, the forecast for our Fly-out day, and Sunday, are bleak. Weatherunderground guesses 50% chance of rain Saturday winds up to 15mph, and 80% on Sunday with winds up to 25 mph. Weather.gov is even more pessimistic. Our Septemeber Fly-out was yet another wash-out. So several of us met at CJ’s at the airport to drown our sorrows in good coffee with a nice breakfast... Bend Airport Control Tower: With 5 days notice, the Bend City Council voted on moving forward on an Air Traffic Control Tower (ATCT). The specific item voted on was to apply for a Connect Oregon grant to fund a $7.5M tower. The City of Bend would contribute about $2.6M of that. The application was full of “TBD”, “Need to Fill In…” and just plain blank entries. Apparently the FAA has approved Bend to enter their Federal Contract Tower (FCT) Program, last year, but no paperwork has ever been seen on that. FCT normally will pay to staff an ATCT, but not pay to build or maintain a tower. Don’t hold your breath. If Connect Oregon agrees, contracts for construction would be let in summer of 2022. Construction to begin by summer of 2023, and completion to be before summer 2025. Little was included in the grant application, and so further details are somewhat of a guess. It seems that an ATCT needs a fence around it, but there is no requirement to fence the airport for an ATCT. That may happen separately. The ATCT will likely be staffed during daylight hours, seven days a week. A Class D airspace at KBDN would likely include Pilot Butte Airport (8OR5), St. Charles Heliport (54OR), and much of Bend east of Hwy 97. It will cover cross country planning. A refresher on weather, to include METARs and TAFs. The conference will address pilot responsibilities regarding: runway incursions, radio procedures, airspace and much more.
